Futsal by-laws

1. All games are played under the Federation of Australian Futsal rulebook (AMF), unless stated below.


2. All players MUST BE REGISTERED with Redlynch Central Sports Stadium.


3. SHIN PADS ARE COMPULSORY.


4. LONG SOCKS COVERING THE SHIN PADS ARE COMPULSORY.


5. Male and female junior players playing in a senior competition must have turned 15 years of age to be allowed to  play in that competition (please see our Age Policy).


6. Players are not permitted to use objects that might endanger them or others, including any kind of accessories,  jewelry and/or glasses.


7. Games will consist of two 20 or 15-minute halves with a 1 minute half time.


8. Time out is allowed only in Grand Final games.  One time per team will be allowed for the full game.  Time out is  not permitted in extra time, regardless if team has used their time out period or not.


9. Points scoring:  2 points for a win
              1 point for a draw
              2 points + 3 goals for a forfeit (for team that does not forfeit)
              0 points for a loss


10. BOROWING PLAYERS FOR JNR COMPETITION - A team may borrow a player from a different division /age group to its own, keeping in mind a player can play up but cannot play down their own division/age group.  If a player is borrowed, the borrowing team must ask permission from the opposition before the start of the game and the opposition must agree to this in front of the referee & management (this is to avoid conflict).


11. BOROWING PLAYERS FOR SNR COMPETITION - A team may borrow a player from a different division, keeping in mind a player can play up but cannot play down a division.  If a player is borrowed, the borrowing team must ask permission from the opposition before the start of the game and the opposition must agree to this in front of the referee & management (this is to avoid conflict).  A player borrowed for more than 3 games can no longer play in the lower division team and will need to stay up in the higher division.


12. A junior player can play in more than one age group as long as they are nominated on the team nomination form, keeping in mind a player can play up but cannot play down in their own age group.


13. If teams are equal on points after round robin games the team with the highest goals for will be placed first, if teams are still equal the teams with the least amount of goals against will be placed first, if the teams are still equal, the teams with the least amount of disciplinary cards will be placed first.


14. Should the teams be drawn at the completion of ordinary time in a ¼ or Semi Final, one five (5) minutes sudden death period will apply, with one (1) player from each team dropping off every two (2) minutes. The sudden death period will commence with both teams starting with the same number of players as they finished with. The first team that scores being declared the winner. If there is still no winner a penalty shootout will be conducted under rules laid down by the Federation of Australian Futsal rulebook.


15. Should the teams be drawn at the completion of ordinary time in a Grand Final, one ten (10) minutes sudden death period will apply, with one (1) player from each team dropping off every four (4) minutes. The sudden death period will commence with both teams starting with the same number of players as they finished with. The first team that scores being declared the winner. If there is still no winner a penalty shootout will be conducted under rules laid down by the Federation of Australian Futsal rulebook.


16. Disciplinary Actions – Where a Player/Official accumulates disciplinary cards the following shall apply:
• YELLOW CARD - Cautionable Offences (2 yellows = 1 Blue)
• BLUE CARD - Player is sent off for the remainder of that game (no suspension) and can be replaced by another player.
• RED CARD - Player is sent off. Player will not participate in remainder of the game and will have an automatic suspension of 1 game in that particular competition, and possible front the judiciary & further suspensions) 


17. All player sent off for disciplinary actions can be replaced by another player in their team if nominated to play in that game.


18. Should a player be sent from the field for a red card offence, the referee will record the players Name and fill out the SEND OFF report.


19. For semi-finals & finals all players must have played a minimum of three (3) games for that team.


20. If a team plays with an unregistered player or a player that is not eligible to play with that team then that team will forfeit the game.


21. Grand Final winners will receive a perpetual team plaque or trophy and individual medals, with runners up receiving individual medals.  Perpetual plaques/trophies will remain at RCSS Office at all times.


22. Redlynch Central Sports Stadium will supply official referees for each match scheduled.


23. A maximum of 12 players per team only to be nominated.  There can only be a maximum of 5 players on the court at all times.  However teams can play with a minimum of 3 players (if the team is short of players on the day).


24. No appeals will be entered into from a decision of a referee on matters relating to the conduct of the competition except where it can be demonstrated that a decision by the Organizing committee is in error. All appeals must be lodged in writing within 24 hours of the game taking place and accompanied by a fee of $80.00, which is non-refundable if the appeal is lost. Any appeals after this time has lapsed will not be considered.  The decision of the appeals board is final.
